The study concluded that the department as a whole produced applications cost effectively but more slowly than most other organizations in its industry. It further concluded that single-developer Web-based projects performed differently, in several ways, than the larger team-oriented non– Web-based projects. Using root cause analysis, the study identified several factors associated with software development performance. Based on the results, the consultants— Quantitative Software Management (QSM) Associates in Pittsfield, Massachusetts— recommended enhancing the existing project management processes with requirements management, project management, staff training, and a metrics program. The department planned to implement the recommendations using the practices described in the Software Engineering Institute’s Capability Maturity Model for Software (SWCMM).1 The department’s smaller projects were characterized by motivated but less experienced developers, short schedules, highly volatile requirements and staffing, high complexity, and few standards and tools. The large projects, on the other hand, were just the opposite. What wasn’t understood was the magnitude of the project performance characteristics and what effect they had on development productivity.

I know what you did last summer is not just the title of a movie trilogy of a serial killer but increasingly the feeling experienced by many on the net. In this paper we explain this interesting phenomenon that has emerged through photologs, public image sharing applications that are widespread in the Web and still growing. Since 2004, people around the globe have been talking about this applic...

Writing a questionnaire and having people complete it is not enough—you need a vision. It’s similar to getting the requirement specifications right before developing software: if you learn that something is wrong with the data after collecting and analyzing it...

A Generalization of Initial Conditions in Benchmarking of Economic Time-Series by Additive and Proportional Denton Methods

The paper presents unified analytical solution for combining high-frequency and low-frequency economic time-series by additive and proportional Denton methods with parametrical dependence on the initial values of variable and indicator in evident form. This solution spans Denton’s original and Cholette’s advanced benchmarking initial conditions as the subcases. Computational complexity of the o...
